#191 LinearHtml: Omits <see...> tags

The LinearHTML generated seems to leave out all inline
references with the <see ... > tag. In the text, nothing
appears. Everything seems to work correctly with the
MSDN documenter.

Instead of "Use the Fido and Bark classes" the
documentation says "Use the and classes". (Where
Fido and Bark are links to the classes.)

I looked at the HTML. The <see..> tags are there. They just
need to get converted into something that can be
displayed...ideally a link, but even bolding them so they show
up would be better than having them disappear.
