#415 Feedbackemailaddress fails with quotes in the Title

If the Title field contains a quoted string then the
FeedbackEmailAddress does not work (Only tested with
Outlook 2003 SP1 as the e-mail client)

e.g.
1) Set the title to the following line...
My Silly Application "MSA"
2) Create chm file with NDoc (wicked tool by the way, I
love it)
3) Launch chm file
4) Go to bottom of page, click on the "Send comments
on this topic" link
5) Outlook 2003 pops up a dialog box saying "The
command line argument is not valid. Verify tyhe switch
you are using."
