Add support to initialize/shutdown wpn111 usb wifi adapter

Everything works well, except that the ndiswrapper doesn't appear to know how to tell the wpn111 adapter to turn on or off. As a result, if I boot into linux after windows, the system will lock up because it can't turn the device back on. Also, if I reboot in linux, the device won't function properly unless I remove it, reload ndiswrapper, and insert it. Everything is fine after shutdown because power to the device is cut.
I've also noticed that the LED remains off, which may be the same state windows puts it in before restart/shutdown, until it's initialized by ndiswrapper, however a rmmod ndiswrapper leaves it functioning in some form or another (LED on), so it should be possible to have it function properly on a reboot if it can somehow be de-initialized by ndiswrapper (I've tried suspending it through the kernel's usb power interface but that was a no go).
