#13 verifyServerConfig can't do localhost verifications (no ssh)

Server.pm's verifyServerConfig should allow/detect
localhost edits. Meaning, when people don't want to use
remove Nagios boxes and/or define a central server in
Server Management.

I'm trying to have the Export and Verify
functionalities merged, so that clicking Export All
does a preflight verification for you allowing you to
install the files if things are found to be correct.

I'll submit a patch when i'm doone with it.

p.s. i'm working on the latest release from sf.net (not
CVS). by the way, i still can't find the CVS or svn
repository. Perhaps you should put the code in svn
since it's easier for us behind corporate firewalls to
access the code.
