I reviewed your script but dot not do any testing. I have some comments.
You should include the URL for the NANP in the commects section.
These comments depend on a modification I will make for the next release. The script depends on hupmode 3 and should test the hupmode received. Consider supporting all hupmodes when it can test for the hupmode. The default can be hupmode 3.
I will modify the format ncidd sends to an extension to include the hupmode for the next release. Will probably add MODE*hupmode* to the format.
Send an email to jlc@users.sourceforge.net so I can email you the ncidd snapshot that includes the modification when it is ready for testing.

If you would like to refer to this comment somewhere else in this project, copy and paste the following link:
I have modified the hangup-message-skel to hang up on callers whose numbers are not allowed in the North American Numbering Plan (NANP)
My script expects 10 digit caller ID, and will also hang up on shorter numbers. It also checks for the range of 555 numbers reserved for movies.
I also have it set to hang up on people whose caller name field is all digits and V followed by digits (V12345678901234).
How can I make it available to the group?
Oh, I can add an attachment to my second post on the topic :)
The script is called hangup-fakenum.
