This is a very unusual issue you are experiencing. I have not had anyone in the past report this issue.
The issue may be one of four things.
1)A bad install package. if this is the case, just download it again from this site.
2)MSinstaller is corrupt. this is a microsoft application in charge of running MSI packages.
3)Make sure to install NC_NEt with Administrative Rights.
4)Make sure you are installing it from a Local Disk.

Yes its strange. I solved the problem by:
- share the folder as for exemple test name
- run IE as another administrator account (even I am administrator already)
- execute from the IE: \\server\test

NC_NEt has not been tested or prepared properly for a network install(or from a network share).
the install package was created using a default templete from Visual Studio with customization for copying files and adding the service to the system.
I have spoken with people who have successfully rolled NC_NEt out on many servers using different tools. However the only tested install procedure is: Logon as an administrator. copy the MSI to that server (usually the desktop) then run the the msi by double-clicking.
