[Nasm-devel] RISC-V Update

Hello, again!

I'm still familiarizing myself with the source code, but I've got a pretty
good idea of how it all ties in together. I don't think it's going to
happen in one patch, that's for sure.

If it's alright, I'd like to break down the work into several smaller patch
submissions. That way, it will be easier to review and the any bugs that
creep up will be easier to narrow down. I'm not saying I plan on writing
buggy code, just that I'd like to play it safe.
