[Nasm-devel] Make buildsystem adhere to GNU conventions

Hi nasmers,
I've fixed the build system such that it adheres to the GNU conventions
more strictly. This is to 1) respect user choice (CPPFLAGS, docdir,
htmldir) and 2) to make it easier for distros to prepare the package
(DESTDIR is the universal standard for the staging dir variable).
