Yeah, there are options for auto responses as well as
extra text getting displayed on the tracker's webpage,
and you can restrict them to project members, but no
true read-only mode, it seems.

Also, full XML export seems to be limited to a project
admin [1].

How about importing all of the SF items into bugzilla,
and then just closing the SF presence down?
