The state of suppressible warnings after parsing
the command line arguments, environment variable,
and response files, but before the first pass,
needs to be restored before each subsequent pass.

; assemble with -O3 and -w+orphan-labels
label ; should warn three times
[warning -orphan-labels] ; with this, it warns only
once

Arguably it should only warn once regardless of settings.
Perhaps warnings should be suppressed completely during
    optimization passes.

This item has been resolved; the fix has been checked into git (http://repo.or.cz/w/nasm.git) and will be in the next release.
You can usually also obtain a nightly snapshot at ftp://ftp.zytor.com/pub/nasm/snapshots/; the snapshot robot usually runs some time between 09:00 and 10:30 UTC.

With the PASS1 warnings impemented, the example warned zero times. Now with the bug fixed, it warns 1 time.
