My current workflow is to scan with NAPS2, then use an external compression service such as:
http://www.cvisiontech.com/online-tool/ocr-convert-compress-pdf.html
The final files loose some quality, but are 5-15% of the size of the NAPS2 results.
But it's a hassle, and the tools don't always give a lot of control.

Maybe a way in NAPS2 to, at save time, slide a slider to set the quality/file size dynamically (e.g. with feedback as to the resulting size)? Better algorithims?

The issue has come up before in tickets like:
https://sourceforge.net/p/naps2/tickets/236/

What level does naps2 compress images in PDF images to now?
Is that adjustable in any way?

Currently the compression is based on the source. For example, if you change Quality under Advanced when you scan, that will affect the size of the PDF.
