When the Preview window first appears, it is NOT active, even though it pops up in the foreground.
If you hover your mouse over the icons / buttons, the pop-up tooltip labels do NOT appear yet.
You have to CLICK the preview window first to make it active and then pop-up tooltip labels will start to appear when the mouse is hovered over the icons / buttons.
