When I scan text articles from newspapers/magazines then the resulting text is oftentimes too thin.
Other scanner softwares offer at this point a special "Magazines" or "DeScreen" filter which adjusts the
internal focus so that the text characters are getting broader/wider (and a little bit more fuzzy).
However the text is here better to read.
Does NAPS offer a similar text scan mode?

When I scan text documents (A4) I use 600dpi / black&white / contrast -25
and the PDF files sizes lay between 100 to 200 kb.
There's no particular option like that, but you could increase the resolution which would probably help.
