#113 pvcsput hangs on unchanged files

It seems that if you use pvcsput, and you are
attempting to check in a file that has not changed, the
process will hang. If you specify
checkinunchanged="true" it will successfully check in a
new version of the file, but there is no way to attempt
to check in a file and skip it if it hasn't changed.
Even if you use checkinunchanged="false" it will still
hang.

The solution to this is to have the
checkinunchanged="false" attribute cause a -nf switch
on the PCLI command which the task executes.
Currently, checkinunchanged="true" will cause a -yf
switch but the false value doesn't add any switches.

Note this is with using the latest version of PVCS
which is actually now called Serena ChangeMan Version
Manager 8.1.1.
