The MIDL task throws an error on the second time run if
the following parameters are not specified:
- header
- iid

The error is:

INTERNAL ERROR

To reproduce the problem, write the following task in a
build file (With a correct filename):
<midl filename="EIV5Serial.odl"
tlb="Debug\EIV5Serial.tlb" />

The first run of the build works fine, the second time you
will get an exception.
