#7 Allow consumer to query for contacts or contactgroups

For dashboards that wish to display who is responsible for situational awareness of problems, being able to query JSON for contacts and contactgroups would be super useful.

For contact groups it would be really nice to get back a list of groups and host groups they are associated with if any.

for contacts it would be great to get back the list of names of contactgroups, hosts, or hostgroups they are associated with, if any.
