Some things can be monitored without an agent, but others can not.  You'll be able to check anything that's available through TCP, UDP, ICMP, or SNMP without an agent, which would include such things as:
Is the host pingable?
Does a web server appear to be running on port 80?
SNMP status queries

You will not be able to get information about anything internal, like disk usage or host load, without an agent unless it is made available through SNMP.
