#14 Support for cfg_dir configuration files

Currently, NAGAT does not support any configuration
files in a cfg_dir directory. Support for importing
and exporting to such a directory would be of great
benefit to those of us who use a directory to have a
seperate config file for each site for ease of management.

Along the same lines, if you do use a cfg_dir
directory, it would be nice to be able to create new
configuration files in the directory from the NAGAT
interface.
