#2 Add multi-library support to NIST.pyd

The NIST.pyd looks in a hard-coded directory for the spectral library--this is unfortunate because it doesn't allow searching multiple libraries in one acquisition. It should be simple to initialize multiple libraries and choose the library on a per-scan basis.
