#129 Cleint Console and Server Console Batch Updates

Mytracker shoud allow to run "batch" updates in many
issues.

This could be done "on demand" in client console or
"programmatically" in the server console:

For example:

A) On demand (client console):

1) There are many issues with "pending" status.
2) The operator in client console selects the desired
issues (in the issue list) and chooses a "Batch Update
Command"
3) A dialog is opened so he can choose which fields
will be updated (ex. status) and which values will be used.
4) The operator confirms operation and mytracker
updates all selected issues.

B) "programmatically" (server console):

1) The administrator in server console selects a
"Batch Update" option.
2) A dialog is opened so he can "select" (basic
interface) or "program" (advanced interface) the rules
for automatic batch update (like time interval, fields
to be updated, timeout after a deadline, update values,
conditions, and so on) .
3) After a timeout period or scheduled time,
mytracker server automatically runs a batch update
according to the rules set by the administrator.
