minor bugfix in validate_url()

bug fix: deleting an update request also deleted the real link. Now only the
links from the wait queue is deleted

bug fixed: URLs containing special chars ('#') had not their hit count
updated, because these URLs were not encoded (used urlencode())

escaped some chars in the regexps to avoid parsing bugs

Installer changed to modify the config.php3 during install
