I'm wondering why the project terms include a prohibition on selling parts
kits. I'd like to build this project, but I can't buy most of the parts in
single units, as they are listed in the parts list. I have to buy 5 of
this or 50 of that, then pay many separate shipping charges, which means in
the end the cost is much higher. Buying a parts kit would make this project
more affordable and easier for those who don't already maintain a large
stock of components.

This project has never been about the money. It has been about people building something with their own two hands, taking pride in their work, learning new skills, making something that works and they can put to good use.
I have placed all of this here in good faith. It represents my thousands of hours of work and thousands of dollars of trial and error. All that to bring this to you for NOTHING. If I was in it for the money I wouldve gone broke many times over. I can guarentee that I have spend way $ developing the project to this state than you might spend buying a few components. Any I have spent way more time helping people for free with the thousands of emails I get. So I think you should take stock of what you asked about.
Think about how much commercial units cost. Even if you did buy packs of 5, it is still going to be way cheaper than a commercial unit. So I really do not follow your logic. Any parts left over can be used on other projects or future projects. If this is a one off for you then you could be better served getting a commercial unit.
there are plenty of ASCOM type focusers DIY that you can build, they are easily found on the Net.
Why should anyone profit from my hard work? That certainly does not seem fair does it?
If you had done all this work and I came along and started selling kits and built up units to others how would you feel about that? It does not matter if you were selling the kits 'at cost', you then deprive people learning new skills and the joy of building something themselves.
This a DIY, that does not mean DIFO (do it for others).
Those are the terms. If you disagree and do not wish to abide by them, please find another project. I am happy to provide you with links of other focuser projects that you can build.
