I'm having problems installing the windows binary (MySQL-python.exe-1.2.1_p2.win32-py2.4.exe), it appears as if it's requiring a Python 2.4 installation. During installation there's an error message saying: "Python version 2.4 required, which was not found in the registry.". I'm assuming that it will work with 2.5, maybe I just need to add some stuff to my registry?

I do not have Windows. I do not want Windows. I cannot build packages for Windows. Someone else has to build it and send it to me or tell me where to find it. Any installer you build for me must work with the python.org installer and the mysql.com installer for MySQL. Any Windows installer that I do release is completely untested by me and for all I know could be a Trojan, though I always make a point of crediting the donor, so this is probably not likely.
So if you're still wondering when the new Windows installer will be available, don't ask me; I have no idea.

Now that Python 2.5 is final is there a chance that the 2.5 compatible build will come out relatively soon?

No, you have to have a "py2.5" version. Currently there no official release but there's an unofficial one somewhere in these forums.
I found the link for the unofficial version, but I got a 404 when trying to download it. So now there's nothing available.
