Description:
functions to convert to UTF-8 to latin (and reverse)

functions supported:

• latin_string = utf8tolatin(utf_string)
  converts a utf-8 string to latin string encoding

• utf_string = latintoutf8(latin_string)
  converts a latin string to utf-8 string encoding

version 1.2:

• repository moved on sourceforge
• License update to GPL v3 (please contact author for more information)
• fix some warnings 64 bit and Scilab 5.4 beta-1
• move code to cpp
• update with api_scilab
