#43 When create user with INACTIVE status, saves with ACTIVE

to reproduce:

1) login to the MyOSCAR portal as either admin or helpdesk level user (user mgmt)
2) click the link to create a user
3) enter in a username for the user
4) enter in a password for the user
5) select the role for the user
6) enter in a first name for the user
7) enter in the last name for the user
8) toggle the active checkbox (so it is not checked = inactive)
9) click the save button


You will notice that when the page refreshes with the text along the top "Changes saved" you will see that the active flag (checkbox) is enabled.

This was found in MyOSCAR_Server 2013-08-13
