#11 Transactions not appearing in audit trail or approval

When an author associates themselves to an existing publication either through oncite or rsr it appears to bypass the admin approval and the audit trail.

This causes confusion as the admin see publications appear on their pages that they have seemingly not approved. Nor does that transaction appear on the audit trail.
