#30 Assign public flag to newsgroups

I have a need to hide some private newsgroups from the
public display, and to only provide access to those
newsgroups to users authorised to view those groups.

What is needed is an extra flag for the newsgroup
record in the data table, along with a similar flag in the
users' table.

Those newsgroups flagged as public (the default) would
be globally viewable, as is currently the case.

Those not flagged as public would have their public
display suppressed, and would only be made available to
users who are authorised to see the private (non-public)
groups.

Obviously, changes to the UI for user maintenance and
individual user's group selection would also need to be
implemented to support this enhancement.
