#24 Mass import of newsgroup

Having added a newsgroup with a large number of posts
(>74K) I find that it is taking an age to import all of
those posts. Even running the cron_download.pdp again
and again.

I've tried adjusting the download parameters but the
existing, populated, newsgroups always come out on
top. I suspect that these keep being asked for new
posts even though they don't have any.

It would be nice to have a mechanism to do a bulk
import for a specific newsgroup.
