#4 viewtickets title display patch

This patch is to allow tickets with no title entered to
be edited. It will display [ NO TITLE ] if the ticket
was entered without a title.

If you have installed the Text Priority Color patch you
will not need this patch because that patch moved the
link to edit the ticket to the ticket id number.

This patch is for myhelpdesk-20031210 only.
