#1 can t upload documentation

I want to upload documentation for my project. So I
click on Docs, fill in the forms. In the "group that
document belongs in" I choose "None", since this is the
only choice.
I then click on the "submit information" button.
I get the following error message:
"no valid document group was selected".
what does that mean ?
