#19 additional patch for mydns-1.2.0 to add ixfr functionailty

This patch in addition to my other ones brings the MYDNS 1.1.0 code up to a release that includes IXFR functionality.

Documentation and Changelog still need completing. THe code functions but is not a final release. I am publishing this as 1.2.1 with 1.2.x to follow when I get them done.

This version should function with both MySQL and later version of PostgreSQL. I have only built against PostgreSQL - 8.2.4 as in current Fedora 7, no run-time testing has been undertaken.
