John Schamus - 2013-12-05

Version 0.5.9.8:
- Split the solution into 3 projects, one with just IPP (MXLibIPP), one with just NPP/CUDA (MXLibNPP; no need for IPP)
and one with both (MXLib).
- Made sure all projects build both in both Debug and Release modes. Also tweaked some project settings.
- Fixed some MEX issues.
- Squashed a few more bugs.

Almost there for the next full release.

NOTE: YOU NO LONGER NEED IPP TO USE THE NPP/CUDA CODE!!! Just use the MXLibNPP project.
