#8 Bandwidth throttling for device clients

Using the tc function in the kernel NetFilter code we want to
implement shaping on a per-client basis. This shaping may be
affecting using IP or Mac and could be tied in with the DHCP server.
Further scoping on how configurable this option should be needs to
be done. Considering needs to be given to how this works in bridge
mode - should the shaping be done on the bridge or on certain
interfaces.
