A resource bundle error occurs when deploying the
dimensions-example.war to a Tomcat Standalone
servlet engine (5.1.x.x). The example successfully
deploys on JBoss 3.0.3 (bundled with JBoss Web) and
also deploys to JBoss 3.x bundled with Tomcat 4.0.x.
Unsure of the cause this bug will passively be
investigated and agressively investigated once Struts
1.1 has a final release.
