#32 Support BalckList for sets of IP addresses

Hi,

I have noticed that sometimes there are a lot of
servers which say they have files for download but
never work. I add them to my BlackList.

Sometimes there seem to be a lot of these servers
all with similar IP addresses, It would be nice to be
able to blacklist whole sets of these servers by
saying

set+ BlackList 64.15.*

similarly, x.0.0.0 is a /8 and x.x.x.0 is a /24.
