It would be nice not to have to search for the files again which one already put into the download list when you restart mute-net. you have this MUTE_INTERNAL_incoming/*.name files. You could just add all of them into the download queue and start an arbitrary one. Perhaps you should mark them as complete as to not putting them into the queue when already completed.
