This option has to help firewalled user.
But I think that a greater value can help clients
entering the neteork.

The problem is the economic balance between required
connection and offering.
If the offering increase it'll be easier find nodes
with free slots.

Your answer could be...Yes so we 'll have 30 guys
connected to me instead of 5.

No, the average number of connection is fixed by
"Mantain at least" and it is somewhat unlikely to have
surplus of connection.

Another issue is :
we set default "Mantain at least" on a value X.
We'll have EVER a lesser value of connection caused
from failures, clients shutdowns, time to find new
nodes....
The average number of connection is lesser of
X...smaller samller.

If the first solution does'nt push the conncetion
number so near to X, increase X is teh only way to
obtain a deceent number of connections.

I think that the guys don't change defaults and these
defaults settings define the networks performance and
topology.

Set default as:
1)Raise "MAntain at least"
2)"allow at most"="2*Mantain at least"

2) does not harm
