I suggest having an HTML based p2p application like
Freenet or GNUnet. As well GNUnet and Freenet are
both GPL opensource so you can borrow the best
implementations from both.

One problem is that Freenet / Gnunet has to have global
searches to find specific websites, while mute currently
really does not need to find global content, only local
content.
