#12 Show user there is new version available

It should be easy to show the user that there is a new
version available.
I'm not talking about ANNOYING the user, just a little
thing at the top or bottom of the screen if it sees a
newer version number available on the network.
It could wait to find TWO DIFFERENT IPs that have this
new version before it displays the message.
That way, as people upgrade, some get the message via
news groups, and then others get it via the network and
upgrades happen faster, and if the new version is
TESTED PROPERLY before release, it should improve the
network right away.
Just say "check the home page, VX.X was seen on the
network" or something like that.

    Transmitting that kind of information is a security risk.
    Web based info could be used, but this isn't an important
    feature.
