I re-read the CVS documentation about this and think vendor branches should be always constructed from odd last numbers. Even numbers seem to be used for non-vendor branches. Therefore I suggest using 1.1.3 for the Comic branch and 1.1.5 for the Philips branches. Sorry for the confusion. Also I'm not absoultely sure but the CVS manual seems to suggest this interpretation.
