#3 specifying flags for each language

Instead of adding flags to the code. Adding flags to languages using the program is better than adding flags to the code using VB6.

At the moment language adding dont work like adding code to the program.
But to option.ini and adding the flag icon to the map flag.

In options.ini
inc the number under language.
and add a langxx where xx is the new number

Then you have your flag icon and but it in the \flags\ map whit the <name>.ico.
just like
.Flags\ Russian,ico

i can add languages to the program, ok. but only i can't add flags.
