#7 Create an installer for Windows users

For users of the Windows versions that includes the JRE, we should create an easy to use installer which will install the CLT in a desired directory, setup the credentials for use in wizard interface and setup the environment paths to make the CLT able to be used in any directory.

We should also create an entry in the start menu that has links to the documentation.
