#2 om_classic should create missing logs

i think, msyslog should create the logfiles if they
don't exist. syslog works this way.
i'm not aware of any disadvantages.

    This is not a bug it is a feature.
    It would be reasonable to add flags to the output modules to
    cause them to create the resouces they use.
