#4 Control/Edit remote Mailscanner configs

We use a hosting solution control panel, which has
taken on controling Mailscanner to some degree.

Since the machine is already having to perform multiple
tasks, it would be nice to have the our webmin install,
control and remotely admin the config files on other
mail servers.
