I cannot reproduce it with Windows8.1. I assume v6.1.6 did not show this problem, did it?
Does it happen when you start it without any pictures? With some pictures? If with a picture or movie, what resolution? Are you opening the viewer on a separate monitor or on your primary monitor?

Try downloading v6.1.7 again from the normal download location. I found out I was not using the latest fltk libraries. If the problem persists, then we'll try to debug it.

I checked the older versions again, 6.1.5 is fine, then in 6.1.6 and newer the issue appears. Even if i start the .exe directly, without any file loaded
(Windows 11, primary monitor with 100% scaling)
I found two lines in the code in v6.1.5 and that I removed in v6.1.6 that referred to a scaling bug, which is exactly what you are experiencing. I hope that's it.

Try this version (.exe installer):

I added a line to refresh the windows that was there in v6.1.5 but no longer in v6.1.6.
No difference
Try this one instead ( exe installer ).

Yep, that fixed it!
I updated the v6.1.7 distribution with the fixed mrViewer. Thanks.
