#532 Pending Bookings not sending Emails

We love this program and I'm looking at putting approval bookings on a certain area of our institution and was wondering why the area admin wasn't getting emails when someone puts in a new booking that has to be approved? I've got area_admin_on_booking set to true and can get an email when I turn off the needs approval. I posted to ticket 234 as well, but it was closed so didn't know if it would show up or not.
