I use latest version 1.4.8.
And I check in lang file, there is no $vocab["user_list"] and it even not
in lang.en either.
Ah... I got the solution, (I test during this reply..)
I have to enable the automatic language changing... (weird, I thought I
should disable it and it will follow the language token and locale...maybe
I misunderstand English)
This setting got it working:*
$disable_automatic_language_changing = 0;
$default_language_tokens = "ms";
$override_locale = "ms_MY.UTF-8";*

Which version of MRBS are you using? In MRBS version 1.4.6 and earlier, if
you didn't have a language token translated then you'd get nothing. In MRBS
1.4.7 and later you will always get the English version as a fall back. So
if you are using 1.4.6 or earlier I suspect the reason is that you haven't
got $vocab["user_list"] in your lang file.
I've tested on the latest version in the trunk and everything works OK when
I set the locale to ms_MY.UTF-8.

I have been using MRBS for quite some time now and decided to translate it
into Bahasa Melayu.
While I successfully translate everything that I need, the translation for
day name is not availablle. ie Monday = Isnin, Tuesday = Selasa etc.
Then I set the locale for ms_MY.UTF-8 and everything was fine BUT the
userlist (using db authentication) does not appear. It appears when I change
back to en_GB.UTF-8.
