When a resource has an availability limitation, MS Project expects the start field of the resource to reflect this limitation.
At least this is true when reading from an XML file. Attached are two XML files which only differ in the start date of the resource and a proposed fix for Resource.java.
To see the difference I opened those files in MS Project 2010 and checked the Resource: Graph view for the resource "MSTD-Konstruktion" around 2009-12-28.
