There kernel handle MPLS packet switching.

The kernel only handles packet switching, userland processes implement
the signaling protocols (LDP RSVP-TE), just like IPv4 packet forwarding
is implemented in the kernel, but userland processes implement the
routing protocols (OSPF BGP etc).
