I have an asnwer for you, but just as a point of order, your question
is not specific to mpls-linux, and therefore should have been asked
on a different mailing list, or better yet look in your systems man pages
or do a google search.

To tell your RPM system to install an older package you simply append
--oldpackage to the command line. For example:
rpm -i kernel-2.6.9-1.6_FC2mpls_1_946.i686.rpm --oldpackage
